Webcast: Measuring Equity of Access to Education in Crisis and Conflict
During this webcast, ECCN and the Education Equity Research Initiative introduced Education Equity Indicators for Access: Guidance for Practitioners in Crisis and Conflict-Affected Contexts. In response to documented gaps in projects' measurement of equitable access to education across groups, the Education Equity Research Initiative has produced this guidance document in collaboration with ECCN. The webcast outlined the recommended six step process for developing equity indicators customized to individual projects, discussed approaches for overcoming challenges of population data availability, and allowed for questions and comment on the relevant issues.

Anne Smiley, EdD
Anne Smiley, EdD, is an international educational development specialist with particular expertise in research and evaluation, and education in crisis and conflict-affected environments. She currently serves as Associate Director for Research and Evaluation with FHI 360's Global Education, Employment and Engagement unit, where she manages a team of monitoring, evaluation and research specialists that support a broad portfolio of programs funded by USAID, UNHCR, DFID, UNICEF, MCC, Hess Corporation, and NSF. She is the former co-chair of the INEE working group on Standards and Practice, where she also led work related to conflict-sensitive education, and she leads the Education Equity Research Initiative including the workstream on conflict and fragility. Dr. Smiley received her EdD from Teachers College, Columbia University.
Fernanda Soares
Fernanda Soares is a Technical Advisor in the Research and Evaluation Department of the Global Education, Employment and Engagement Business Unit at FHI 360. In this role, she leads research, monitoring and evaluation (M&E) of education and youth programs in developing countries. Her expertise in M&E includes evaluation design and implementation, instrument design, data collection, data processing and data analysis. Prior to joining FHI 360, Soares worked for international organizations, including the Inter-American Development Bank and the Organization of American States, as well as for International NGOs. In her previous roles, Soares has contributed to the design, evaluation and research of projects in the fields of education, youth development and social protection. Soares holds a Masters in International Development from the American University and is currently pursuing a PhD in Education Policy Analysis at Maastricht University.
Daniel Lavan, PhD
Daniel Lavan, PhD, is a Senior Monitoring and Evaluation Advisor with Education Development Center, where he has focused on supporting EGR and accelerated education projects in West Africa, including in the post-conflict and ongoing conflict areas of Northern Nigeria and Mali. He joined the ECCN Support Team as Protocol and Metrics Specialist in February 2017. Prior to joining EDC in at the start of 2016, Daniel conducted evaluation and research in Sub-Saharan Africa and the Pacific as a consultant in the fields of education, child well-being, and youth opportunities, and taught courses at the School of International Development and the Faculty of Education at the University of Ottawa.

Anjuli Shivshanker
Anjuli Shivshanker is the Senior Research and Learning Advisor for USAID’s Education in Conflict and Crisis Team. She’s worked in humanitarian contexts as a researcher, country office manager, surveyor, and program manager for 10 years. Her previous work has focused on impact evaluations of education interventions as well as improving our humanitarian response processes and systems. She loves translating the best available information about what works into practical guidance for people delivering services, and she believes a core component of our accountability to people we serve is knowing what works, for whom, in what contexts, and for what size investment.
