Developing National Capacities for Country-led Evaluation Systems
A Conceptual Framework
This conceptual framework is a first attempt to guide UNICEF offices in strengthening good governance of public systems for children, by enhancing national capacities for country-led evaluation systems. The conceptual framework presented here gives the rationale for engaging on national evaluation capacity development, by a) reiterating why it's important to support country-led evaluation systems; b) presenting a systemic approach for the framework which covers both demand and supply sides, whilst strengthening an enabling environment, institutional and individual capacities; and c) offering ideas on what UNICEF offices could and should do, in partnership with other UN agencies and major stakeholders, to support country-led evaluation systems.
